The Current State of Public Education in New York

New York was hit hard during the pandemic and some of its biggest sufferers are public school children.  Remote school was not enough.  In fact, New York’s K-12 public school enrollment has dropped substantially for a second year in a row, for a total decline of 5 percent since the start of the pandemic.  What can we expect in terms of statewide testing, ensuring school safety (as mass acts of violence at schools have unfortunately become a common occurrence in the United States), funding and its correlation with achievement?  New York has a lot to fix and this panel will begin to explore these opportunities.

  • Dr. David Patrick Bain, Senior Vice President of Analytics and Innovation, Houghton Mifflin Harcourt (moderator)
  • Dr. Betty A. Rosa, Commissioner of Education & President of the University of the State of New York
  • Senator Shelley Mayer, Chair Education Committee
  • Jeffrey Plaut, Founding Partner, Global Strategy Group

Plans for Higher Education in the New Normal

The pandemic made clear that we must prioritize resilience and innovation across all aspects of our higher education institutions. How can we evolve with the changing landscape and work with the innovative ways higher education is navigating and reimagining to meet the needs of our students?  What is the fallout from COVID 19 which disrupted the admissions process, standardized tests, dorm and dining options and student loans?  How will New York address these issues?

  • TBA (moderator)
  • Dr. William Murphy, Higher Education Deputy Commissioner, New York State Education Department
  • Council Member Eric Dinowitz, Chair, Higher Education Committee
  • Joseph Scuralli, DPS, Dean, Online Education at the Larry L. Luing School of Business, Berkeley College

Innovation and Developments in NY’s Education

Educational disparity was never more evident than when the pandemic hit in 2020 in terms of access to online learning. New York has been working to improve conditions since then. What improvements will be made in underprivileged zip codes from everything from apartment internet access to laptops? What is higher education doing to address these disparities? How are we preparing young adults for career success and economic mobility from K through 12? The pandemic made it clear that tech integration and implementing various tools are everyone’s job. Now it’s our job to think about how those tools work best in our classrooms.

  • TBA, (moderator)
  • Lester W. Young, Jr. , Chancellor, Board of Regents
  • Senator John C. Liu, Chairperson, Committee on New York City Education
  • Council Member Rita Joseph, Chair, Education Committee
  • Rebecca Watts, Regional VP, WGU/Western Governors University
  • Marjorie D. Parker, President and CEO, JobsFirstNYC

Behavioral, Mental Health and Workforce Development Assistance Through the Education System

The last few years have been a challenging time trying to ensure that students with disabilities achieve the knowledge and skills necessary to live independent and self-directed lives. And for all students, mental health and wellness and also workforce development at the schools has become common and necessary, early on. Research shows that most students with disabilities can meet high standards when provided with meaningful access and participation in the general education curriculum and appropriate, high quality specially designed instruction and support services. What does New York have in place now, to make sure our children have all that they need to succeed today, and what is in place to make sure they succeed tomorrow?

  • TBA, (moderator)
  • New York State Assembly Member Nader J. Sayegh, Subcommittee on Students with Special Needs
  • TBA, NYC Mayor's Office of Community Mental Health
  • Daliz Vasquez, Director of Special Education, NYC Department of Education
