City & State’s Healthy New York Summit will bring together health care decision makers and policy experts from all sectors to identify challenges and discuss solutions to improve our system. Attendees will gain new insights and perspectives on the most critical issues and priorities in New York health care during and post the pandemic.

Making Health Care Available and Affordable to All New Yorkers

New York has done more than any state to expand access to healthcare and make it available to everyone. As we continue into the next phase fighting COVID-19, making sure every New Yorker has access to quality healthcare has only become more critical. Several high-profile measures have been taken on the state and city levels to make sure New Yorkers are able to attain and keep health insurance. Meanwhile, debate continues over whether single-payer insurance is right for New York. What does it mean for New York to tackle these issues, and how will it impact patients, primary care providers, insurers, and the overall healthcare marketplace? Where does equity come into play here as we know health disparities have come to light?

  • Kay Dervishi, Reporter, City & State NY (moderator)
  • Gustavo Rivera, Chair, State Senate Health Committee
  • Richard Gottfried, Chair, Assembly Health Committee
  • Ted Long, Executive Director of the NYC COVID-19 Test & Trace Corps
  • Sharon Greenberger, President and CEO, YMCA of Greater New York

Innovative Health Programs and Services in New York

New York’s health systems and services have been turned upside down in the last year with COVID 19. The health facilities became overrun and staff overwhelmed, issues with insurance emerged and various health services could barely keep up with the demand. Technology has become a bigger factor in terms of telehealth and telemedicine, electronic processing, shared data, etc. This panel will discuss forward-looking measures that are happening right now such as the role of broadband in expanding access to digital and connected health, controlling the spread of the pandemic through tracing, response times to future urgent health crises, best practices for data security, and so much more.

  • Charles O'Shea, Eastern Regional Executive for State Government Strategy, T-Mobile (moderator)
  • Maryanne Schretzman, Executive Director, New York City Center for Innovation through Data Intelligence
  • Monica Malowney, Vice President of Life Sciences and Healthcare, New York City Economic Development Corporation

Tackling Mental Health in New York

Among many other things, the coronavirus has placed substantial mental health burdens on New Yorkers, delays in life saving treatments, many desperately needed children’s services came to a halt, and as we know, the elderly populations were especially hit especially hard. A $2 trillion stimulus package passed in March included $425 million for mental health and substance-use disorder programs, which proves we are on our way to dealing with some issues. But we have also seen that economic status, physical environment, education level and more can impact people’s health. We are also seeing a growth in drug abuse, homelessness, crime on the subways and the streets. Advances are still needed in NY to handle mental health challenges of children of the homeless, foster care, LGBT, aging, etc.

  • Dr. Michael A. Lindsey, Incoming Dean; Executive Director, Silver School of Social Work; NYU McSilver Institute (moderator)
  • Ann Marie Sullivan, Commissioner, New York State Office of Mental Health
  • Linda Lee, Chair, New York City Committee on Mental Health, Disabilities, and Addictions

Community Engagement with Aging and Vulnerable Populations

Community engagement can help empower communities in promoting COVID-19 prevention and containment as well as improve quality of life in all areas among the vulnerable and New York’s growing older adult populations. These partnerships have the organizational and technical experience to reach older and more vulnerable community members and address unmet needs. How can New York work with community leaders to address the needs of community members who were high users of the police, emergency, criminal justice, and healthcare systems.

  • Dr. Ayman El-Mohandes, Dean, CUNY Graduate School of Public Health and Health Policy (moderator)
  • Lorraine Cortés-Vázquez, Commissioner, New York City Department for the Aging
  • Patrick Kwan, Senior Advisor, Community Affairs Unit of the New York City Mayor’s Office
