The 2025 Top 50 New York Lobbyists

The state’s leading government relations firms are making their mark.

New York’s lobbying sector is thriving. Spending on lobbying in the state exceeds $300 million, after steadily rising compensation revenues in recent years. The large sum demonstrates the value of government relations firms and the key role they play in shaping legislation and regulations in New York.

Each year, City & State delves deeper into the world of lobbying with an overview of the state’s top 50 lobbyists. We ranked these firms based on 2024 lobbying compensation reported to the state Commission on Ethics and Lobbying in Government. We omitted organizations lobbying on their own behalf and combined any lobbying entities in the same corporate family in 2024. We then asked the 50 top firms to share their biggest accomplishments from last year and to identify a few key executives, industries and clients.

Steadily rising revenue isn’t the only notable trend reflected in this year’s list. Some big players have shut down recently: Capalino closed this summer, sending its clients to Fontas Advisors while Brown & Weinraub hired its land use team, and The Wright Group NY was absorbed by Hollis Public Affairs. There’s little change at the very top, although Manatt, Phelps & Phillips’ and Cozen O’Connor’s shops jumped into the Top 10. And Empire Consulting Group, led in New York by Ebony Meeks-Laidley, made the list for the first time.
