The Fix NYC advisory panel, which was convened by Gov. Andrew Cuomo in October, released its long-awaited congestion pricing proposal for implementing tolls in Manhattan’s central business district. This would reduce traffic and create a dedicated revenue stream to repair the ailing subway system.
